I'm probably going to botch this guess up horribly, but is it the Flutter Theme played very, very slowly?

Nope; it's the Support Car theme. Though as fAB pointed out, technically that music does play in the Flutter's R&D room, so you could have botched it up worse.

A little late here but Mirak's Support car rendition and Foetus's Heading toward Kattelox are not just improvements on the originals but different enough to be used in new contexts aswell! I'm looking forward to some great original pieces aswell!
